Although you get the image of Joe Smith in suburbia sweating over the length of his manicured lawn, praying it's not tall enough for the lawn-police to take note, this probably was written to refer to the ill-maintained inner city properties vacant lots with absentee and uncaring landlords.

Yeah, I presumed it was aimed at managers tending to foreclosed homes, to ensure the rest of the neighbourhood's values don't crash too hard or become unsellably seedy.
