If I may... A visa/immigration matter is a matter that concerns foreigners in Canada or willing to go to Canada. A consular matter is a matter concerning Canadian citizens that need assistance abroad... You can't expect a public servant (from any citizenship) to think both ways at the same time... I can tell!!! :-)
