In Europe, inbound flights are considered to be in a separate security zone from flights within the continent -- generally, this is true anywhere when changing jurisdictions, as the local governments do not trust foreign security agencies.

As for the beyond-security issue, at any time sport-checks are in effect at a gate, the rules change. They can literally require almost anything -- the key to this is that the processes must be UNpredictable.
