You might be eligible, although "departure from Canada" probably refers to moving one's household (rather than simply returning to the US from, say, a family visit). If you're interested in voting, it would definitely be worth checking into.
I'm not eligible under the current rules since I've been out of Canada for 9+ years and don't have any set plans to return in the near future. Bummer.
