Dear, people just love to find blame whatever is happening to them on something whether called for or not. :-)
Now if the transportation Dept knew that a major storm was going to hit and at rush hour and did nothing to prepare for it and then it hits, well, yes, they are to blame but in this case, it probably was not all that expected, and even if it was, what's the use sanding when there is no snow to begin with?
