I would think that it would be pretty hard to write decent C1 choreography (or any level, for that matter) until you're relatively experienced at the level. You would have no idea what people consider hard or boring, and wouldn't necessarily really understand how the concepts all play together.
I've heard some people say that it helps to dance the level above whatever you're calling, so that you don't make mistakes that the next higher level dancers would hate.
