WTF?!

I took this photo while we were driving eastbound on Alt 40 in Frederick, MD, yesterday.

Can anyone explain to me what would possess anyone to do such a thing?

Yes, indeed: the driver is sitting *outside* his car, reaching in to steer. God knows how he was reaching the pedals. Judging by the helmet, it's clearly planned in advance. He was hopping back into the vehicle when he came to a stop at intersections, then resume his perch after passing through.

As having personally lived in Frederick, MD for a summer, this behaviour is not only normal, but accepted. My question is what were YOU doing in FREDERICK!?

Driving through Frederick is the obvious way to get from Alt40/I70 eastbound to I270 southbound. In this particular instance, it was also the only reasonable way to get to [livejournal.com profile] kent4str's parents' home in Mt. Airy from visiting the trailer in WV.
